Our Approach to Community Empowerment
North Ayrshire CPP is proud of its history of working closely with its communities and of how it has subsequently embraced the principles of the Community Empowerment Act. This Report on North Ayrshire’s approach to community empowerment provides a summary of recent developments which demonstrate this commitment and also includes the required Community Asset Transfer and Participation Requests annual reports to Scottish Government.

Participation Requests
The Community Empowerment (Scotland) Act 2015 includes a number of rights to allow communities to have a greater say in the design, operation and delivery of local public services.
Examples of the new rights given to communities include a right to be involved in Participation Requests and Community Asset Transfers. In achieving the spirit of the Act, we established 6 Locality Planning Partnerships which have an equal representation of Councillors to Community representatives, and peoples “participation by experience” is a really important element of Locality Planning.
Participation Requests are designed to complement and improve our range of participation processes rather than replace them. You can find out more about the process below:
Community Asset Transfer
Community Asset Transfer involves the transfer of responsibility for an asset from the council to any suitably qualified community, voluntary or social enterprise group.
