The requirement for the Millburn Flood Alleviation Scheme for Millport was identified within the National Flood Risk Assessment and subsequently included within the Ayrshire Local Flood Risk Management Strategy and Plan in 2015 and 2016 respectively. Final optioneering for the scheme was completed in February 2020, and two potential design solutions were developed.
A non-statutory community consultation was undertaken between 13 July 2020 and 10 August 2020. Of the consultation responses received, there was a clear preference for Option 1 which minimises impacts to the community during construction and has the most favourable cost benefit appraisal.
On the 10 November 2020 NAC Cabinet approval is sought for the preferred option and for submission of a formal scheme notification to the Scottish Government.
The agreed preferred option is construction 494 metre 900mm diameter overflow diversion culvert between Golf Road/Kirkton Crescent junction and West Bay via Nether Kirkton Farm following the perimeter of the land. This would provide protection for up to 124 properties on the island in a 1 in 200 years flood event.
The Outline design and Environmental Screening is now completed, and the Scheme Notification is commencing between the 23rd March 2021 to 3rd May 2021.
